How to Spend State and Local Fiscal Recovery Funds

Leverage American Rescue Plan funds for your communications needs.

As the federal government and states continue to roll out the funds from the American Rescue Plan, understanding how to use those funds remains a big conversation. This is incredibly true for the State Fiscal Recovery Fund and the Local Fiscal Recovery Fund.

We did some research to help provide a few ideas on how to leverage those funds for your communications campaigns:

  • Public communications campaigns to mitigate/prevent COVID-19 are an eligible use of funds. You can use State/Local Fiscal Recovery Funds to bolster your public health efforts to lessen the health impacts of COVID-19. 
  • Improve the design and execution of your existing public health campaigns through targeted consumer outreach and public communications efforts. You can build a campaign to spread awareness about existing programming or develop new marketing to better reach high-priority audiences. 
  • Design and implement a public information campaign to address an economic need that was worsened by the pandemic. As long as you can articulate how the need was made worse by COVID-19 and the campaign targets Qualified Census Tracts(QCT), this is an approved use of the recovery funds.
  • Violence prevention work is also an approved use of this funding. You can design and implement a program to educate the public on violence prevention.
